Marine toll program reduces commodity price disparity

TEMPO.CO, Jakarta – A maritime toll program has succeeded in reducing the disparity in commodity prices in the eastern part of Indonesia, said Minister of Commerce Enggartiasto Lukita.

“Some people express hesitation about the marine toll program. But President Joko Widodo (Jokowi) continues to implement the program,” Lukita said here on Monday.

The government built infrastructure, including a sea toll road, to reduce the price disparity.

“This is the price we have to pay when are we going to build the eastern part of Indonesia without infrastructure?” noted the minister.

While the price disparity between eastern and western Indonesia still exists, justice has yet to materialize, he noted.

“The price disparity between the Moluccas and Papua still exists. This condition shows the inequity,” he added.

There was still a sectoral ego among the agencies or institutions in the implementation of the maritime toll road program.

Therefore, coordination between institutions was necessary, especially for loading and unloading and for obtaining accurate information on the needs and potential of an area.

On the same occasion, Transport Minister Budi Karya Sumadi revealed that commodity prices in the eastern part of Indonesia have fallen by 15 to 20 percent on average.

He noted that the government would this year distribute 50 vessels for public enterprises and 50 vessels for the private sector.

The sea toll road has the potential to seize the air freight market because the price is competitive, the minister explained.

Sumadi and Lukita previously signed a statement from MV Dorolonda regarding a marine toll program ahead of National Press Day 2019.

The declaration, signed aboard the MV Dorolonda at the Tanjung Perak seaport on Monday, contains several measures that should be taken to improve the sea ​​toll program introduced by Jokowi in 2015.

Among the various measures, the first urges various parties to get involved in this mode of transport to support the immediate digitization of the maritime transport process and system, so that it can be more effective, efficient and transparent.

Secondly, it is considered necessary to disseminate information on the maritime toll program to the public through more creative and innovative methods.

Third, it is important to improve the quality of port services and reduce the tariffs for loading and unloading goods at the port.

The fourth is to re-map and pursue the concept of sea tolling in the future by involving all parties, including the private sector and regional government, through the sea toll.

The fifth is to ask that the implementation of the maritime toll system take into account and include the existing public navigation, so that it becomes an integral part of the maritime toll node.

The sixth is to expect consistency and continuity in the development of maritime transport in Indonesia, in order to provide commercial certainty in the maritime transport sector.
